VESID, an office of the New York State Education Department, each year offers thousands of New Yorkers who have a disability an opportunity to become independent through education, training and employment. We provide vocational rehabilitation services to eligible individuals to prepare them for suitable jobs. These jobs might be in the competitive work force, in self-owned businesses, in supported employment on employer sites, or in sheltered workshops. We can also help people with disabilities who are having difficulty keeping their jobs.

Department of Occupational Resources (DOOR)

The Department of Occupational Resources (DOOR) is the Grant Subrecipient/Fiscal agent, under Title I-B of the Workforce Investment Act (WIA), for the Town of Hempstead/City of Long Beach Local Workforce Investment Area (LWIA).In this capacity, DOOR provides staff to the Town of Hempstead Workforce Investment Board and Youth Council.In addition, DOOR, the City of Long Beach and the New YorkState Department of Labor have been designated as the One-Stop Operator for the HempsteadWorks One-Stop System and CareerCenter. DOOR is also the Program Operator for WIA and provides staff to both HempsteadWorks and the WIA program.

Since its inception in 1978, DOOR has served as the Local Prime Sponsor for the Comprehensive Employment and Training Act (CETA) Program, the Local Administrative Entity for the Job Training Partnership Act, and the Grant Subrecipient/Fiscal Agent for the Balanced Budget Act Welfare-to-Work Block Grant Program, the TANF Summer Youth Employment Program and the WIA Title I-B Program.DOOR is also the Grant Subrecipient/Fiscal Agent for a Customized Employment Grant awarded by the United States Department of Labor (USDOL) Office of Disability Employment Policy (ODEP), under the Consolidated Budget Appropriations Act.

In the past four (4) years, DOOR achieved sixty-four (64) of sixty-eight (68) WIA Performance Standards, amounting to a success rate of ninety-four percent 94%. These performance standards pertain to placement of jobseekers into employment, ensuring that they retain employment, and that they increase their earnings and gain credentials.

The department has been recognized as a leading innovator in the field of workforce development with a variety of state and national awards, including the following: Governor’s Promising Practice (2003), Governor’s Promising Practice (2002), National Association of Counties Workforce Award for Excellence (1999); U.S.Department of Labor Enterprise Re-Certification (Membership for AchievingExcellence) (1999); Governor’s Workforce Development Award (1998); U.S.Secretary of Labor’s Certificate of Excellence (1996); U.S. Department of LaborEnterprise Charter Certification (Membership for Achieving Excellence) (1996).

DOOR currently serves approximately 5,000 jobseekers per year within the HempsteadWorks System, which includes a full service CareerCenter and various satellite locations.
